Yep! That's what I have, plus an AnyTone AT-5555 Plus and a RETEVIS Ailunce HS4. What's nice about the AT-5555 Plus and the HS4 is not having to pay the retailer to convert the radios to 11 meter band frequencies.
The antenna system has been installed as per the manufacturers instructions and the SWR on two of the three radios is within the allowable tolerances, what else is left but the radio being the cause of the high SWR?

FYI: Bands of operation —10/12/15/17/20/30/40 meters with full bandwidth. Recommended length of rg-213 coax is 75 feet for best tuning. You may need to call Tom at Zero-Five for advice.
Yeah, something is out-of-whack. Just about 1800 PEP out of my ten-pill and the SWR is 1.5 and I do not have an antenna tuner.
I am confused as to why would the radio be the cause of the high SWR after the amp or tuner. Have you tried removing the tuner?
Wow! SWR of 7.47? With the amp and tuner removed and only the SWR meter between the radio and antenna? The obvious question everyone asks, is the jumper coax between the radio and SWR meter A-OK?
Smart decision to keep the power low.
Several weeks back I was fortunate to have an uninterrupted (radio test) conversation with an operator in Lubbock, TX. 1st test: Stryker 955HPC+ driving a four-pill base amp with Colossal 10K base antenna. Average PEP watts was 850 watts. He told me I was...
I can receive and transmit (skip-talk) almost daily but some guys have their echo and modulation cranked-up so much that it is difficult to understand what they are saying when they call for me. I do my best to be polite and answer their call but it is a challenge.

The User Manual for the HS4 does not match-up with the radio. Page 07, Line # 8 is not for setting the noise reduction values. Function Menu #9 on the radio is for setting the noise reduction values.
FYI
With the RF Power dead-key set at six-watts and transmitting, the thermostatically controlled fans do not come on and the temperature of the radio case maintains between 82 - 84 degrees Fahrenheit. When the RF power is increased above six-watts and transmitting, the temperature of the case...
