I assume you looked in the manual but I know on other radios I've used in the past if the battery doesn't seat right in the charger the charge light will blink like that. Try reinserting the battery and if that doesn't work then there may indeed be something wrong with the battery.

Not sure but the last time I searched for the Baofeng web site I couldn't find one. But the FCC database lists a form from them declaring the Vero version the same as the Baofeng.
