Looking at the schematics C79 should be a .1uf and C108 .022uf. The parts list shows C79 as a .1uf mylar and C108 as a .022uf mylar. The parts list also shows C79 again as a 15pf ceramic. It seems that there are mistakes in the parts list. I would say to go by the schematics.

Whenever one takes any type of switch apart it's best to mark the sections so it can be reassembled correctly. I always just draw a line diagonally across that type. One could also number or letter the sections.
If done correctly you can use 4 switches or a rotary switch and have no channel skips including the "A"s for 399 channels. But since the radio doesn't do 10 meters well without some more work, 3 switches or the rotary one will get you 299 with no skipped channels.
Also it's important to know that the counter is accurate meaning that it has been calibrated recently or you will never know if the measurements you are taking are correct and you could be making the radio worse.
