Well, it's fixed..kind of :) Tramd was correct that the USB crystal was the issue. I was able to use a known good crystal and the radio aligned perfectly. Now, for the final repair, I need a 11.2858 crystal as the good one went back in my radio. Thanks so much Tramd!!!

Very fair question!!! I am sure though. Pin 2 - 3.24vdc Pin 3 - 3.44vdc Pin 5 - 6.14vdc Pin 6 - 7.9vdc All of the measurements were taken in AM and TX. Attached is a pic of the bottom of the board with my measurements and notes. So sorry if it is a little confusing.
