cobra 29 lx need help!!!

Hello everyone. I am in need of your expertise. I have a cobra 29 lx stock radio, my dead key reads just over 3 on the stock meter, but when I talk into the mic I have no modulation. The meter never moves on the radio like it should. any help is great. awesome forum btw
