    I'm not familiar with the relay in the Cobra 29. Is the relay an "open frame" relay? That means there's no cover over the relay. If it is then it's possible the relay armature is dirty causing the relay to 'stick'. Changing microphones will not cure the problem. If the relay is an open frame...

    Your problem sounds like filament to cathode leakage in one of the common receive and transmit audio tubes. The tube I suspect is V12, 12AT7. V12A is used in the receiver as the first audio amplifier stage. In transmit V12A is used as the microphone amplifier. If hum is produced in V12...
