CPI CP2000 low Carrrier low modulation

I just purchased a CPI CP2000 it’s up and running but it only has a 1 watt carrier. It willmodulate to about 5. On sideband I see about 10-12. The question is does anyone know that to adjust for the am carrier? Also the modulation is a bit low. Any help would be appreciated.
