Odd problem Odd radio Voyage VR9000

I am trying to set the high and low dead key on this radio VR13 High, and VR16 Low. VR13 is working. VR16 does nothing. The pot for variable power on the front of the radio does work. I can set VR13 for 8 watts and low power will be 1 watt. Both VR16 and 13 check good.R238 is good and R237 is...
