Can someone tell me the exact frequencys that 10 metres covers and Also the different class of ametuer liscence starting would be tech 'would this be sufficent to use 10 metres my current radio is a ranger rci 2950 dx 'would I need an antenna tuner and if I was to go for the exam would I be given a special call sign relating to my country I might have some more questions regarding the liscence and 10 metres
 

28.300 to 28.500 upper side band for US Technician class license. Your 2950 will work fine, and depending on how broad banded your antenna is, you might not need a tuner on 10 meters. A dipole is certainly easy enough and cheap enough to make though! And yes, you'd get a special call sign for your country. More inifo here:
