142 gtl vco alignment

What I find strange in all of this time on this forum is that you've worked on - what; some four different radios? And you still don't know how to measure neither voltage nor mA?!? Passes all sense of reasoning.
Can you explain yourself; please?

not every step i followed from radio mods 142gtl alignment procedure works.

If you can measure the voltage from a 9v battery; then you can measure the VCO voltage. If you can't do that; then forget about doing any radio alignments.

The black lead of your meter goes to board ground, and the red wire goes to the bare lead of a resistor that is just in front of the VCO chip. Can't miss it; it is the only upright resistor there w/o any paint on its upper lead.

Just to be clear, the VCO chip is that long, brown, standing chip behind the PLL chip that says 'UNIDEN' on it. It is also right in front of L19. Can't miss it.

It isn't any more difficult than that.
Adjust for 3.5v on ch40/AM.
Do NOT exceed 3.5v.
Done.
