got this nice vintage 2950 on a trade for a mint cobra 25 gtl(had a mosfet 520, preset echo done by bob's cb) and opened the 2950 up and the pcb stopper board is not there, is it a concern if it is not there, do you need it or can I power it up and use it and what does it do exactly .. thanks

PCB stopper board?? Do you mean the little plated board near the output stage? that is a bias shorting board and is removed to make current readings while adjusting the bias on the driver and final transistors. It has to be in place for normal operation. If it is missing you can simply short all the pins together that it would normally contact when it is in place typically TP7, TP8, and TP9 IIRC.
