The roger beep (I believe that is what you're talking about) is supposed to fire AFTER you talk, supposedly notifying your radio opponent that you're done modulating.
In most radios, the timing of the roger beep is controlled by a capacitor. My guess is something is wrong with the roger beep circuitry and the capacitor "is a fried", as my friend Tony would say.
Check the schematic, find the capacitor and replace.

Is it the actual roger beep or a brief feedback/chirp sound? My 2980WX did that and this was the cure:
