That's as it should read from base to emitter( not sure about the 1000 ohms), you should have an amount of reading from pos. base to collector, nothing pos. from collector to base or emitter and infinite across the emitters.is this 2290 short? it measure,s over 1,000 ohm,s in the diode test pos. frm. base to emitter & no reading in reverse order..........
The collector side has a notch cut on one corner of the tab. good info.with the print readable to you the base is pointing at you and the collector away.
side leads are emitter and tied together.
these parts must be tested out of circuit.
desolder base and collector.
test a diode with your meter to get an idea how it responds to a part.now treat your 2290 as 2 diodes tied in common to the base.
a better way is a real transistor tester like the sencore super cricket i use.
but most are either good or bad.
once damaged they usually hit thermal runaway and open up.
