I had read on "Simon-the-Wizard"'s FB page that Qixiang factory was making Alincos under contract. This must be it.

Yes that is indeed the radio that is "supposed" to be sold only in Russia and former satellite states. But you know sometimes things can get lost, so expect to see them in the EU and other places also sooner rather than later
