picked it up off fleabay, seller said it worked, well it doesn't

Power ones but channel display is blank, no key, just light static till I touch the board in certain places.
Even if I use the Multi-tester probe it changes...
A Really clean little radio, no scratches, etc....
One of Ham buddies thought might be cold solder joints..
