Anyone in Ecuador Doing HF shots, or can give me some advice

Ok, some im doing some work down in Ecuador now, and the idea of using HF to help the people i'm training talk to other outposts that are in the jungle and what not has come up. They have the radios and I have the know how, all i need is some info on the rules and regulations that cover the radio waves here in the country. Also, i need to know if there is any way to get your operators liscense over the internet, bc i need to try and make some hf voice shots to the states. I've already done suscessful data shots to North Carolina, however my base station there is not doing voice at this time. So, with taht being said, anyone have any ideas, it would be very usefull.

Hello, and no, I don't know of any way to get licensed over the internet. Must be done in person in front of 3 testers. Second, study up on third parts
traffic to get your answers on helping others pass traffic.
