Astron RS 35M help

Went to Mouser, thanks.

Since shipping was 6 something I bought 10 @ 35 cents each, enough to last several lifetimes. :)
 
Well after getting the right part(LM723CD is way to small, oops), I now have voltage. Alot. Too much.

15V with it turned all the way down, 19.85V all the way up.

No ideas?

I'm considering adding resistance to the VR so I can get the potential down.

15V was the max it delivered before I lost V.
I'd rather do it right, but I dunno how.

I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
