I've never seen or even heard of this antenna before so thought I'd reach out here to ask about it. It's obviously an old one but was it any good? Opinions?
There's one for sale semi local to me for 50 bucks.

I had one years ago, that's the Hy gain Penetrator 500 model, if it has any gold color coating it would be the Hy gain 514 ( I think, it's been long ago)
The CLR II only had 3 radials , the 500 ones had 4 bottom radials and the 3 little cap hat radials on the top.
I think they were rated at 1500 from the manufacturer back then.
Built much better than the current SP-500 by MFJ.

Tap on them to open them and even though they aren't the best photos they're pretty clear. I had never even seen one until this guy put it up for sale.

Jeff, thanks for the info. I now know more than I did when I posted this. I think I'll try to grab it up.

That's one of the earliest original hy-gain Penetrator 500s from the early 1970s. They had 3 section ground radials that were held to the mounting plate with 2 bolts, and the clamps had a bolt that went through the clamp instead of through the ends of the clamp. The later hy-gains used the later style clamps. Then Telex hy-gain 500s used 2 piece ground radials and only had one bolt holding the ground radial to the plate. That's a great price and the antenna looks to be in excellent shape. Here are some manuals for that. The first one is from the early 1970s, the second from 1975 and the third is the Telex hy-gain from 1982. You will notice in the early manuals the length of the vertical is set at 22' 9 1/2". In manuals from 1977 and later, it is set at 22' 6" due to 40 channel radios coming out then. The higher the frequencies, the shorter the antenna needs to be. I included an ad for that early one and some of the Super Penetrator manuals.

Despite its immense popularity and decent performance, this was not the antenna to run if you had any desire to run any power greater than about 200 watts. 5/8th wave antennas, by design, require an impedance matching device to convert the antenna's feedpoint impedance to 50 Ohms. In this antenna, that matching circuit consisted of a flat circular printed circuit board with the inductive helix etched into the board. It would not take very much power, and in fact one of our locals (Steve) actually burned one out with a Palomar Skipper 300 amplifier.
