coaxal stub fed monopole antenna questions

i was looking at this pdf. http://k6mhe.com/files/ssfm.pdf that Bob85 linked to on another thread http://www.worldwidedx.com/cb-antennas/31799-avanti-sigma4-alternative-view-point.html discussing the sigma4 and j-pole antennas . i know it would be long but could this skeleton design be used on cb/27MHz./11meters ? maybe use 100lb + fishing line about 2/3 or 3/4 up the radial as guys just to keep so much sway/wind effects from the antenna ?

and most importantly , is there a formula for making them for use on the cb band ? im thinking the skeleton part could be metal pipe with a pvc pipe insulator with the radiator element comming up the middle of the pvc insulator . similar to the coaxal stub fed monopole shown in figure 3 . im guessing for cb that sleve section would need to be 108 inches ? now.......the question i have about that is wouldnt that lower section essentially be like a peice of coax ??? with god knows what impedance ???

using figure 1 of the pdf would a shorted base or open base be the best for use centered on the cb band ?

what would be the length or formula for the main radiator ?

it seems too simple . and i suspect im missing something because it seems so simple to me . i know sometimes i overcomplicate things thinking too much about them . but i like to know what variables to expect and to try to be prepared for them .

You have the measurements for the 2 meter antenna. So, scale them up in size for a 27 Mhz antenna keeping the same distance ratios. Should work for any band/frequency. Adding a 'touch' more length for adjusting purposes is a pretty good idea too.
Instead of those four rods, how about something like 'chicken wire', roll it, form a cylinder. Internal insulated bracing to the center element for sturdiness. Same 'skeleton', just more 'bones'? (The Navy used to have one similar called a 'top-hat', geeze, something like 20 years ago now.)
