Radio Shack - bless their heart, had older analog S/RF meters that used a "green tint" mask / face directly on the meter's "scale holder" which comes off easily enough.
IF you can get your hands on some older Radio Shack TRC-443 (Read this at mid to late 90's) era radios you may have located a working template.
