Go to CB tricks and look for your radio and you will find 12 technical bulletins for your 139xlr open the first which is TB 1208 and it tells you the component that fails if you have no transmit or receive, I have a 135xlr and love it but had it complete tune and alignment but a little off on SSB

First thing to do is to try the radio in PA mode with that mic. If you get sound out; then you know you have a receive problem.
