the schematic shows a R130 resister in that circuit so not sure what to tell you. maybe Nomad will have some info for you. you might look at what he left you yesterday.

It's in there - covered by shrink wrap close to the board. It is at the end of that feed wire.

check the 3 legged trans on the side case that feeds the voltage to the radio about 9 volts. I think Nomad mentioned it also. about 13 volts on the rear leg, 0 volts on the center pin which should be ground and about 9 volts on the front leg.

7809 reads : left pin read 13.00 vdc middle pin reads 13.00 vdc right pin reads 5.00vdc

Uh oh; not good. It's been dumping 13v into the whole circuit that should be only seeing 9v. Hope the PLL is still OK.

its backwards sorry pin 1 5.00 vdc pin 2 and 3 read 13.57 vdc

Referencing the pins to chassis ground with your meter, you should see 9v out on one leg.
