What can you do to turn down the swing. Meter reads 1.5 watts on and needle hits red before I even talk into mic. You can turn the gain down and the dynamike down to no effect. It has been modded with extra freq, clarifier..."peaked and tuned/clipped and snipped.

R129 is clipped. If I replace this will anything get messed up when powered up?

So is r44, and d52. If I reatach will my radio burn up on power up?

Probably work better and sound better. Those clipped resistors are all doing or should I say were doing something to make your radio not swing and not over modulate. I hate people that butcher radios.

TR24 missing?
Any of the coils deformed/smashed in the back of the radio near the antenna connector?

Check the mA on the driver and final in SSB mode.

Otherwise it is a lot to write up; but if must - I will.
