Cobra 148GTL low AM TX power Help

I thought I had this figured out but maybe someone can help me. Before I started having problems with the radio it would put out 2 watt dead key and swing to 15 to 17 watts. I went ahead and changed the driver and the final and I am still getting the same low power in AM mode like 2 to 5 watts max swing. If i switch to SSB I am getting full output of 15 to 17 watts. I was thinking it could be the pre-driver but since it does put out full power on SSB I wanted to get a second opinion. Any ideas what could be causing my problem here?

BTW : This is the Malaysia board RCI if that matters.

Factory service manual says the AM dead key should be 4W.

Check the AM Regulator; it's a 2sa1012.
TR42 - IIRC?
