Cobra 2000 startup and Freq.counter problems

Hi, I have a Cobra 2000 that has been out of service for a few years. It would not come on. I replaced all the elect. cap. The voltage reg. final and driver. The problem now is when I cut the unit on, it is like the vco is way off freq. is in the 25 mhz range, cut it off a few times and it come on like it should. Leave it cut off a few min. it does the off freq. again.. Next problem which may be related, switch to LSB or USB freq. is correct until you modulate and 1 number on freq. counter gets real bright and the counter locks up, but the radio still talks and good audio. you have to unplug the radio to get counter working properly. This only happens on sideband, not AM. Any advice is greatly appreciated..The unit has been completely aligned.
