Cobra 29 LTD NO TX

I got a cobra 29 ltd with no TX.
No needle swing.
TX light goes red when keyed.

I found a bad driver and replaced it.

I checked ic3 the TX mixer and no RF out at pin 9.

Checking the PLL I see the voltage on pin 15 is only half.

There in no frequency at pin 15 of the PLL.

I compared this measurement to a working 29.
On pin 15 the working cobra 29 the channel frequency is sent form pin 15 of the PLL over to the TX mixer (IC3).

I have checked lots of caps, transistors etc.

Im looking for some help in fault finding the PLL or supporting circuit to make it work.
