If everything on the radio is set correctly and it's not transmitting the problem is most likely the driver or final transistor. Both are easily replaced and cheap. How many mods have been done to the radio and which ones?

Probably need to replace the final output transistor.
This is typical for those who are new to radio and don't yet understand that SWR adjustments must be made to the antenna before using any radio; or else destroying the final output transistor will happen again and again!
