cobra 89gtl, odd channels not working

so ch1 is 27.405, ch 2 and 3 are 26975, ch 4 and 5 are 27005, same pattern all the way up. odd problem too have

Has to be a broken wire connection between the channel selector and the PLL chip. Or maybe a solder bridge between two of those wires?

im eyeballing CC1 possibly, and failing that, its either electromechanical at the rotary switch or the PLL chip itself, idk
