Dead ket setting for 100% mod?

My Uniden grant XL pep power is 22 watts.What should the key be set out to get 100% mod?I think there is some kind of formula for that but i cant remember what it is.

100% modulation is 4:1 peak to carrier ratio 22/4 = .........

try 5.5W carrier and if it just falls short of 22W pep don't worry about it. if the pep drops substantially then simply adjust the carrier so that when the transmitter is modulated that it just comes up to 4 times the carrier level.
