But you will need to be more specific about 'TX not working'. Do you have the right mic wiring? Have any test equipment? TX light coming not lit when mic is keyed?
This is an old 23 ch radio about +4 decades old, so electrolytic caps may well have failed in many locations, bad solder joints, dirty switches, blown final/driver transistor, or all of the above.
Can you see if the power supply is getting the needed output to the rest of the board w/o getting shocked or hurt?
