The answer is a resounding .... NO ..

FCC can NOT enter a house unless the owner so allows it..

Proper question is..
Will the people know FCC can not enter their home and know they can simply tell the FCC to get a warrant and or to tell them simply to talk to your Attorney..

Most however will see the ID of a FCC agent and think ( wrongly) that they have to do as told
