FCC Cites Washington Resident for Causing Interference on Amateur Frequencies

I guess I have two questions on this one:

What is this "apparent lighting device" they mention (they don't clarify that)? Was this "lighting device" legally purchased from a brick-and-mortar store?

Isn't a $16,000 per day fine a bit (okay, very much) excessive?

I can understand the FCC's frustration that the resident hasn't responded (in writing) to them, but why haven't they knocked on the individual's door and attempted to resolve the situation? They sure as hell do if it's determined that a radio transmitter is the issue.

Sorry, but there are too many things not mentioned in this article.

Hello gentlemen and Ladies. I have the dreaded RCI-2990 receive issue where my radio gets distorted when people get close to my location. I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
