Galaxy 2527 frequency problem!

A friend of mine has a Galaxy 2527DX base that sat around for a while and wasn't used..... he hooked it up and come to find out it wasn't recieving on the same channel that was displayed nor is it transmiting on that frequency is this a problem in the cpu???
