that's about 31.2 watts pep. the range is typically 30 - 35 watts. if it's doing that on am with the amc active and slightly more on ssb then i would say you're in pretty good shape.
Right out of the box, my 88hl dead keys 3 watts and swings to 25 watts in AM mode. Slightly higher or lower shouldn't make much difference. I haven't checked the output reading for SSB. Like Freecell said, your 12 watt RMS with the Bird wattmeter could be about right.
