have you checked it on SSB also?
VR1 adjust the AM meter movement and VR2 adjust the SSB meter movement. verify if some one has turned the VR's to the point that the meter does not move.
do these 1st and let us know if the SSB works on RX.
also the switch that changes from swr to rf may not be making good connection or a loose wire from the switch.

Do you own a VOM ? Do you have the schematic on your radio ? If no schematic, CB Tricks has it. If you are not comfortable using a VOM, I would double or triple box your radio wrapped securely with bubble wrap and send it back to Galaxy for the repair
