GE 3-5825A mobile with no SSB transmit

Hey Gang,
Now that I have given up on the Saturn Turbo I put this mobile on the bench. I've completed the cap replacement and begun the alignment. The radio receives on AM and SSB but only transmits on AM. It also modulates on AM. I've poured through the radio and I am stumped. Any thoughts?

Still perplexed by this radio. I've checked the voltages at a number of the transistors in the SSB xmit path and they all check out ok. Why no SSB output?

Bum electrolytic cap.

At least that's what we find in SBE sideband radios that old or older most of the time.
