General Lee no swing on low power

This radio came new with mosfet finals and driver. Blew finals couple months ago. Had trouble biasing new ones but finally got that figured out. It has the recieve upgrade as well, which doesn’t seem to be better but that’s another story. Anyway I was trying to realign it yesterday and on high power it works fine. Dk 6 Watts and swings to around 60 peak. Problem is, when I switch to low power, it dk’s 1-2 but can’t get any swing at all. Frequency counter drops to 0 anywhere above 1-1/2 watts. I’ve tried biasing from 2-3-1/2 v and nothing changes low power. Runs cool on high and I’ve changed x-1 along with a few resistors and tr51(or tr50) the am regulator. Any point in the right direction would be greatly appreciated.
