The higher the frequency you go lets say from 140mhz up 5ghz the smaller the ground plane ? I want to add a amplifier to my fios wifi and external outdoor antenna so what kind is ground plane would be needed for omni ?

Traditionally, 1/4 wavelength on the lowest frequency you're going to transmit on (not anywhere near that critical for receiving).

Depends a bit on just what kind of "external outdoor antenna" you have in mind. If it's a commercial antenna, follow the manufacturer's recommendations.
