Final update on this project. The administrator came by to look at the antenna and his take on it was he can't see it. He is pretty happy with the job we've done. Cecil did acquire a radio. It is a Icom IC718. He has made many contacts with this setup. He now wants to get his general. Being in a retirement home this has given him a lot to fill his days. Many of the residents have been fascinated with his new hobby.
