Here's an example of how to do it for a Galaxy 959 radio:

A digital volt meter, 50 ohm 'dummy load', power supply, decent frequency counter, and some nylon screwdrivers can make it happen if you aren't timid and have a spare radio to practice on.

Add to that list a Signal Generator and an O-Scope. The "how" to do it is usually covered in the service manuals. Understanding how to use the equipment is the other 1/2 of the equation.
