HP 3478A Multimeter

Possibly proprietary information from HP. You could check with a metrology (not "meteorology") laboratory. True calibration is a recurring requirement specified by the manufacturer.

You will need laboratory standards, as Tallman said. And they, too, have to be properly and currently calibrated in order for you to calibrate your 3478A.

The strange issue is when I bought it didn't require calibration I turned it on last night and kept saying uncalibrated, do these meters have some type of experation .

Says the battery also may fail and lose memory
There ya go. A bona fide calibration by a certified cal facility will include replacing such things as batteries as part of the charge. ...short pause for laughter...

Now, if an instrument requires repair - like if the battery were to leak and get electrolyte all over the circuit board - THAT will cost extra.
