Icom 28a Constant Static

I have an Icom 28A. Worked fine until today. I hear constant static and does not go away no matter how far the squelch tuner knob is turned either way. Is there some adjustment I need to do? Squelch stops when I receive or transmit
 

If it's constant, it's not "static", but plain old electrical noise. You didn't say whether your radio is in a car or being used at a fixed station (house). Slightly different troubleshooting methods needed depending on this.

    Hello gentlemen and Ladies. I have the dreaded RCI-2990 receive issue where my radio gets distorted when people get close to my location. I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
