Icom v8000 transmits when you change the channel

After a bad storm I plugged my Icom v8000 back in and it was doing a partial transmit, about 14 watts, swr on my external meter is showing 99.99. Sometimes the radio works ok. Then sometimes it will start the 14 watt thing and run the fan or if you change the channel it will go on and off between channels. It also does this with the mike unplugged and the speaker unplugged Any ideas on a fix. Is it worth spending money on or should I look for something else. Antenna and coax look ok, I am replacing the gas tube in the protective device today.

I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
