Identify this board

I got two uniden grant xl radios at a flea market, $10

So I don't know if they work, most likely not,,,,, but inside one i found this board wrapped in black tape.

I ASSume it is an echo board? The thing was just laying inside not connected.

Anyone know for sure what it is?
