If a driver is bad.

If the driver is bad in a Cobra 29 will it rx and not tx.

>> Probably. The driver is on the transmit side in most transceivers. Shouldn't affect receiving at all.

What does the driver do?

>> It boosts a very low-level signal from earlier in the transmitting/modulating chain to a level at which the final amplifier can bring it up to the legal level. Think of an audio pre-amp.

How does one go about checking a driver

One can remove the driver transistor and with information from the data sheet for that paticular device determine which terminals are the base/collector/emitter junctions and usually with a VOM in diode test mode determine if said device has gone short or open circuit.
