im looking for online scanner

im looking for online scanner for ham police and ham and whatever i can listen to.. tonight i found a scanner for police on radioreference.com but theres a lot of noise when no one is talking.. i live in Pittsburgh pa so its little hard to find a online scanner.. if theres a program that i can download that would be a lot better but at this time anything cant be picky

As far as I know the info at radioreference is your best bet.
