But the FCC rule says a device cannot introduce noise into CB radio. Go online and fill out a complaint, document everything and give names and addresses.

Thanks, but I'm in division19 (The Netherlands).
We don't have an FCC and while we have something similar (RDI), they don't do much with these type of complaints for CB.
Even if they would, it's a bit of a goose chase, you find one.
Fix that and the next one pops up.

Which is exactly what happened. I had 2 weeks of bliss when the issue with the worst offender was fixed.
Then the students moved in...

There's simply too many people down here with these type of devices. The side effect of living in a city.

Yeah, I hear ya. Make a handheld sniffer and knock on doors. Maybe you'll find some people willing to help.
