insulated or not ?

hello everyone i have a couple questions ? well i have read several differant books articles , ect. i want to builded a 4 element 10 meter beam what are the advantages or disadvantages of having the elements instulated from the boom i seen some some beams with the elements going through the boom but these were mostly on vhf uhf yagi .
 

It's mostly a mechanical thing, dealing with ease of construction. I'm sure there's some electrical differences but probably inconsequential in most cases.

Doc is correct. On the parasitic elements it makes no difference. The driven element may or may not need to be insulated depending on the type of matching device you're using.
