At 3GHz??? The "mobile" devices better have high-gain antennae...though it would be easily achieved even without something protruding, as a cell phone does.
Hard to get a picture of what they have in mind; this reads to me more like a pilot program for commercial use rather than ordinary citizens. As if copying something already in place in various industries, as the article mentions.
