Most of the time when you key the mic and the power meter swings in reverse to 0 then you have a short in your antenna system somewhere, Most likely bad coax connectors on old coax are a common offender. Check the coax for cracks and loose connectors, check the antenna to make sure pieces are not missing. start there. Welcome to the forum. The Messenger 223 was a nice base station.
